Indianapolis runs its dog parks on a paid model, so plan for it: all four Indy Parks "Bark Parks" require a Pooch Pass — about $75 a year for your first dog (cheaper later in the season) or $5 a day — and you buy it in person with vaccination records to get a gate card. Carmel’s lone dog park goes further, with a paid membership, a mandatory dog-DNA test, and a waitlist. Don’t come for swimming either: even Eagle Creek’s big reservoir is leash-only for dogs. Here are the verified off-leash parks across Indy and Carmel, with the permit rules that actually apply, each checked against the official source.
