Virginia Beach is genuinely an off-leash dog-beach town — the city’s leash law specifically excludes the public beaches, so dogs can run leash-free on the sand under voice control. The catch is the summer clock: on the dog-friendly stretches (the North End above 42nd St, Croatan, and Sandbridge) off-leash is allowed only before 10 AM and after 6 PM from Memorial Day to Labor Day, and the Resort beach bans dogs entirely in summer. Off-season, those stretches are open any time. There are also five free fenced city dog parks. Here are the verified spots, with the exact rules and the live answer, each checked against the official source.

The wide, residential North End sand above 42nd Street is Virginia Beach's prime dog stretch — the city leash law excludes the public beach, so dogs may run off-leash here under reliable voice control. In summer, access is limited to early mornings and evenings.
Croatan · Croatan Beach, S Atlantic Ave at Croatan Rd, Virginia Beach, VA 23451
Croatan, the laid-back ocean beach just south of Rudee Loop, is one of the two official summertime dog stretches (with the North End). Locals love it for an early-morning or post-6 PM off-leash run by the water.
Sandbridge · Sandbridge Beach, Sandfiddler Rd, Virginia Beach, VA 23456
Sandbridge is the quiet, residential ocean beach well south of the Resort strip, included with Croatan and the North End in the city's summer dog rule. Wide open sand and far fewer crowds make it a favorite for off-leash voice-control play.
Bayside · 4132 First Court Rd, Virginia Beach, VA 23455
One of Virginia Beach's five official fenced dog parks, Bayville Farms has three separate enclosures so small and large dogs can play apart, plus a dog agility course, inside a large bayside community park.
Birdneck / Red Wing · 1398 General Booth Blvd, Virginia Beach, VA 23451
A roughly one-acre fenced dog park with two separate enclosures and dog agility equipment, inside Red Wing Park near the Oceanfront and Birdneck Road. A convenient off-leash option close to the Resort area.
Salem / Green Run · 1525 Salem Rd, Virginia Beach, VA 23456
At 1.72 acres, Salem Woods is one of the larger fenced off-leash parks in the city, divided into two sections for small and large dogs and shaded by mature trees. A roomy option in the Salem area.
Seatack / Birdneck · 120 Marshview Dr, Virginia Beach, VA 23451
Built in Phase I of the Marshview master plan, this fenced dog park offers four separate enclosures with trees for cover, inside a large natural park near the Oceanfront. A newer, well-shaded off-leash option.
Kempsville
Woodstock's one-acre fully fenced off-leash park is a Kempsville favorite with benches and water. The original site at 5709 Providence Rd is closed for the Woodstock Park improvement project, so the dog park is temporarily operating at nearby Providence Park.
