The Best Dog Parks & Beaches in Minneapolis

The Twin Cities have great off-leash parks — but two things catch people out. First, you usually have to pay: Minneapolis Park Board parks need an annual permit (or $5 a day), and the big Three Rivers reserves need a district pass — only St. Paul’s parks are free. Second, almost none let dogs swim; the marquee exceptions are the Mississippi River dog beaches at Minnehaha and St. Paul’s (free) Meeker Island. And these run year-round, so half the year that “dog beach” is snow and ice. One heads-up: Minneapolis voted in June 2026 to close the famous Minnehaha off-leash park by year-end. Minneapolis dog parks & beaches: FAQ

Do I need a permit for Minneapolis dog parks?
For Minneapolis Park Board off-leash parks, yes — each dog needs a paid permit: about $38/year for the first dog (resident) or $66/year (non-resident), or $5 per day, plus a current city pet license and rabies vaccination. The big suburban Three Rivers reserves (Elm Creek, Cleary Lake, Carver) require a separate Three Rivers pass ($64/year or $10/day). St. Paul’s off-leash parks (Meeker Island, High Bridge, Arlington/Arkwright) are free.
Where can my dog swim in the Twin Cities?
The two verified Mississippi River dog beaches are Minnehaha Off-Leash Dog Park (Minneapolis) and Meeker Island Dog Park (St. Paul, and free). Note: most Minneapolis and Three Rivers off-leash parks are fenced away from the water with no dog swimming, and the river beaches freeze over in winter — swimming is a warm-season activity. Heads-up: Minneapolis approved closing the Minnehaha park by Dec 31, 2026, so Meeker Island may become the metro’s main free river-swim spot.
Are Twin Cities dog parks open in winter?
Yes — they’re open year-round, but plan for real Minnesota winter: packed snow and ice underfoot, frozen river beaches, and shorter daylight. The fenced parks stay usable; just dress for it and watch for ice.
Is the Minnehaha dog park closing?
Yes. On June 17, 2026 the Minneapolis Park Board voted to decommission the Minnehaha off-leash dog park — the land is sacred to the Dakota, near Coldwater Spring — and dogs must be leashed there by December 31, 2026. It’s still operating until then, but verify its status before relying on it, and consider Meeker Island for free river swimming.
