St. Louis runs its off-leash parks mostly on memberships: the city dog parks are managed by neighborhood associations with annual dues and a gate code, and the county and suburban parks require a pass too. The one true free walk-in is Quail Ridge out in St. Charles County. Don’t count on swimming either — Creve Coeur Lake and Tower Grove Park are leash-only, so there’s no sanctioned off-leash dog swim in the area (Chesterfield’s Eberwein has a clever trickling-creek cooling station, but it’s for splashing and drinking, not swimming). A members-only City of Chesterfield off-leash park with separate big- and small-dog areas and a built-in trickling-creek cooling station in rocky landscaping where dogs splash and drink — a nice heat-relief feature for Midwest summers.

The City of Wildwood's fenced 1.5-acre off-leash park in Community Park, named for Buddy, a Metro West Fire search-and-rescue dog who logged 200+ missions.
