Free and central, but a compact urban park — no separate small-dog section; dogs must be leashed entering and exiting and the leash kept in hand.
The shallow recirculating stream is a cooling/splash feature, not deep enough for real swimming.
Children under 13 must be accompanied by an adult; female dogs in heat are prohibited.
